iCloud backup locking up your device?

We use iCloud back up on all the devices at my school. It's a great feature, but sometimes you will get a notification that looks like this -

Sometimes your iPad is telling the truth, and really needs to be backed up. Other times it's lying! I've talked to the AMAZING people at Apple Enterprise Support about this, and it is basically just a glitch.
